A national study conducted by the National Institute for Educational Professional Development, in collaboration with the Education and Training Evaluation Commission, has revealed a direct link between the effectiveness of school leadership and student learning outcomes. In this context, the institute is working to build an integrated system for developing educational leaders, focusing on professional development. The process begins with assessing capabilities and developmental needs, leading to the design of competency-based career pathways. The institute has developed a comprehensive methodology for evaluating leaders for professional development, combining psychometric assessments, situational judgment tests (SJT), and AI-supported interviews to build a complete picture of leadership abilities and identify each leader’s development needs.

Additionally, in partnership with University College London (UCL), the institute has created competency-based professional development tracks for school leaders, aligned with the national framework for school leadership competencies. This initiative aims to develop around 40,000 principals and vice principals across the Kingdom. To ensure the program’s sustainability and expansion, 100 master trainers have been prepared, who in turn have trained an additional 100 trainers to help implement these tracks nationwide.

The leadership development journey spans 10 months and combines in-person training, synchronous and asynchronous e-learning, workplace learning, and professional mentoring. Participants also implement real development projects within their schools, helping to translate theoretical knowledge into practical application in the school environment.

The study’s results reflect the institute’s shift from measuring participation rates in professional development programs to assessing their actual impact, linking leadership development to school practices and educational outcomes. This approach strengthens the role of school leaders as key drivers in improving education quality and achieving lasting positive effects on student learning.

These efforts are part of the institute’s broader mission to develop an integrated professional system for teachers and educational leaders, based on competencies, data, and impact measurement, supporting the goals of human capacity development and enhancing education quality in Saudi Arabia.
