General Court of Audit President Highlights GCA's Role in Ensuring Digital Efficiency at IGF

General Court of Audit (GCA) President Dr. Hussam Alangari participated in a Fireside Chat titled "Ensuring Digital Efficiency", part of the Digital Government Forum.

The forum is being held as the Kingdom hosts the Internet Governance Forum (IGF), from December 15 to 19, 2024.

According to a GCA press release, Alangari emphasized at the event GCA’s pivotal role in ensuring the efficiency of digital systems and platforms, and highlighted the independent audit work conducted by GCA using methodologies and work programs aligned with the performance review standards of the International Organization of Supreme Audit Institutions (INTOSAI) and international best practices. These audits evaluate the activities and operations of entities subject to GCA’s audit based on three core principles: economy, efficiency, and effectiveness.

He also elaborated that GCA ensures the availability of sufficient quantities and quality of resources for digital systems and platforms, at the optimal time, and at the lowest possible cost. He also detailed GCA’s efforts to assess the progress registered by entities in adopting emerging technologies, such as cloud computing, to minimize waste from costly data center operations. Furthermore, GCA verifies the integration and connectivity of systems and platforms at national level, to prevent duplication, ensure business continuity, and safeguard digital assets.

According to the release, GCA also evaluates the ability of digital systems and platforms to achieve their intended objectives and outcomes. This involves generating impactful reports to support informed decision making.

Moreover, Alangari highlighted GCA’s initiatives in adopting advanced digital solutions to align with the Kingdom's digital transformation goals. Among these is the Shamel 2.0 platform, an electronic audit system that has enhanced the efficiency of audit operations. The platform facilitates seamless data exchange, report preparation, and the electronic communication of results to audited entities.
