Speaking in an interview with Al Arabiya FM, Nasr added that after the war, Iran developed a special defense mechanism allowing each faction to act independently of central leadership. However, he noted, this does not mean there is no overarching strategy guiding these factions.

Nasr continued that Iran operates by distributing roles and granting ultimate authority to the Supreme Leader, which renders the role of the Iranian presidency largely marginal. Overall, he said, Iran seeks to return to the memorandum of understanding.

Iran has long stalled negotiations with the United States, but mounting economic pressures and the American embargo have pushed Tehran to renew its demand to return to the 14-article memorandum. Iran had previously suspended the agreement by offering its own interpretations of its clauses.
