US-backed Peace Council unveils $2.45bn Gaza recovery plan

The news website Axios has reported that the Peace Council, affiliated with US President Donald Trump, is set to unveil on Wednesday a six-month recovery plan for Gaza costing $2.45 billion. The plan is part of a post-war vision that includes reconstruction, governance, and security arrangements for the territory.

The plan features 66 projects developed over a year with input from committee members representing 28 countries, as well as the Palestinian technocratic government. Projects include temporary housing, debris and unexploded ordnance removal, hospital rehabilitation, economic revitalization, infrastructure development, and the deployment of a multinational security force.

The plan estimates physical damage in Gaza at around $35.2 billion, and states that recovery and reconstruction over the next decade will require approximately $71.4 billion.

According to Axios, spending will be allocated to temporary housing, debris removal, hospital and road repairs, economic recovery, and deploying a multinational security force. The plan aims to establish a functioning governance system and a vibrant economy amid the devastation, but its implementation depends on full cooperation from both Israel and Hamas.

The US report notes that while the Netanyahu government has given preliminary approval to some aspects of the plan, it refuses to begin implementation for domestic political reasons ahead of the upcoming elections on October 27.

It is worth noting that the plan estimates physical damage in Gaza at $35.2 billion, and indicates that full recovery and reconstruction will require about $71.4 billion over the next decade.

Separately, the Palestinian Ministry of Health in Gaza released its daily report on casualties from the ongoing Israeli offensive. In a statement, it said that in the past 24 hours, hospitals in Gaza received three fatalities and 18 injuries.

The ministry also announced that the death toll since the ceasefire on October 11, 2025, has risen to 1,402, with 4,881 injuries and 834 bodies recovered. The cumulative toll since the start of the conflict in October 2023 now stands at 73,922 killed and 174,995 wounded.
