Royal decree approves new public education law to boost governance, quality

A royal decree has been issued approving the new Public Education Law, which aims to strengthen the governance framework of public education, provide the necessary enablers to achieve its objectives, and empower the sector to enhance the quality of the educational environment and its outcomes. The law also seeks to regulate the roles of the private and non-profit sectors in line with the goals of Saudi Vision 2030.

Minister of Education Yousef bin Abdullah Al-Benyan expressed his gratitude to King Salman bin Abdulaziz and Crown Prince Mohammed bin Salman, Prime Minister, on the occasion of the law's approval. He emphasized that this step represents significant support for the ongoing development of public education in the Kingdom and will enhance the efficiency of its organizational and operational systems.

The law strengthens public education governance by defining the roles of the Ministry of Education, the Public Education Affairs Council, and relevant entities. This will help align policies, plans, and educational programs, improve decision-making efficiency, and enable the ministry to develop regulatory, monitoring, and supervisory tools for the public education sector. The law also supports investment in education by regulating the participation of the private and non-profit sectors in providing educational services, enhancing investment appeal and partnerships under clear regulations to improve service quality, expand educational options, and ensure the sustainable development of both public and private educational institutions.

The law affirms the protection of human rights in education, the rights of students and teachers, and the provision of a safe and motivating educational environment to support the quality of the educational process and improve the student experience. It also emphasizes the family's role in supporting the educational journey.

The law supports the quality of care and education in early childhood, recognizing the importance of the early years in shaping children's personalities and skills. It also aims to provide more tailored educational and support services for students with disabilities within educational institutions, as well as support gifted students and develop their abilities, thereby enhancing the quality of the educational experience and addressing the diverse needs of students.

In the coming period, the Ministry of Education, in coordination with relevant entities, will finalize the executive and regulatory provisions to ensure the law's implementation according to a clear methodology, supporting the development of public education and improving its outcomes.

The Public Education Law includes a number of provisions regulating educational stages, the Public Education Affairs Council, educational institutions, educational pathways, e-learning, continuing education, the educational environment, and the rights of students and teachers.
