Key Takeaways
AISaudi Arabia’s Ministry of Tourism has announced updates to four key regulations governing tourism activities, including travel and tourism services, tour guiding, hospitality facilities, and private hospitality units. The move aims to develop the regulatory environment for the tourism sector, enhance service efficiency, and improve the overall tourist experience.
In a statement on its official X account, the ministry said the updated regulations are part of ongoing efforts to modernize the sector’s regulatory framework in line with the growth of tourism activities and evolving business models. The updates also respond to feedback from investors, operators, and beneficiaries, providing clear and flexible regulations based on international standards, protecting tourists’ rights, and organizing their relationship with service providers.
The updated travel and tourism services regulation simplifies licensing categories, expands the scope of services, increases operational flexibility, offers multiple licensing duration options, and clarifies rights and obligations related to services. These changes are accompanied by higher standards to ensure service quality.
The tour guiding regulation now streamlines guide categories, allows guides to operate in multiple regions and specialties, and organizes licensing and renewal requirements, including approved courses or tests based on license type. It also clarifies the obligations of guides while providing services, enables direct contracting with tourists, and introduces booking documentation, with clear pricing, payment, cancellation, and refund policies.
The hospitality facilities regulation includes updated procedures for licensing, classification, and operations, as well as rules for bookings, payments, and online marketing. It strengthens safety and security requirements, staff qualification, and electronic integration, introduces specialized categories for hospitality facilities, and links classification with licensing, operational quality, and service levels.
For private hospitality units, the regulation shifts from permits to licensing, updates eligibility and property requirements, enhances operational and safety standards, and organizes service obligations and tourist rights. The aim is to ensure these units are used for tourism hospitality in line with current laws and regulations, maintaining ongoing compliance.
Ministry spokesperson Nasr Al-Ansari said the updated regulations are designed to ensure the application of new standards for tourism activities, contributing to the ministry’s goals of raising service quality and improving the tourist experience. He added that investors and operators are being supported through awareness campaigns, ongoing meetings, and continuous assistance, alongside the development of tourism workforce skills through advanced training and qualification programs launched by the ministry.
Al-Ansari noted that the updated regulations and compliance requirements are available on the ministry’s official website, urging investors, operators, tour guides, and service providers to review them, assess their operations, and complete the necessary requirements. He confirmed the ministry’s readiness to respond to inquiries and provide support through the unified tourism center (930).
Through its “Our Guests Are a Priority” campaign, the Ministry of Tourism continues efforts to raise service quality and enhance the tourist experience via inspections, regulatory development, and close cooperation with partners and stakeholders, emphasizing that quality is a shared responsibility that supports the reliability and competitiveness of Saudi Arabia’s tourism sector.
