The Secretariat General of the Gulf Cooperation Council (GCC) has announced that the Permanent Committee for Combating Harmful Practices in International Trade has launched an anti-dumping investigation into imports of uncoated paper used for writing, printing, or graphic purposes, in rolls or rectangular and square sheets, originating in or exported from India, China, and Thailand.

The Secretariat explained that the committee's decision was based on a preliminary report submitted by the Technical Secretariat Office for Combating Harmful Practices in International Trade at the GCC Secretariat General.

The announcement of the investigation, including product details and procedures, was published in the official bulletin of the Technical Secretariat Office, issue (59) dated November 2, 2026, and is available on the Secretariat General's website.

Mahfouz bin Nasser Al-Raqadi, Director General of the Technical Secretariat Office, stated that the measures are based on the GCC Unified Anti-Dumping, Countervailing and Safeguard Law and its executive regulations, as well as the relevant World Trade Organization agreement.

Al-Raqadi added that the announcement aims to give all interested parties the opportunity to defend their interests during the investigation process.
