Netherlands to impose full ban on Israeli settlement products from September

The Dutch government has announced a comprehensive ban on the import, purchase, and sale of all products originating from Israeli settlements in the occupied Palestinian territories, effective September 22, 2026. This move marks the first of its kind within the European Union.

The government stated that the decision covers all goods produced in settlements considered illegal under international law, and prohibits any attempts to circumvent the ban through indirect trade operations.

The Dutch Ministry of Foreign Affairs explained that this measure is part of the Netherlands' commitment to its international legal obligation not to contribute to the maintenance of an unlawful situation.

Background to the decision and Global Echo report

The Dutch decision follows the release of a report by the rights group Global Echo, which analyzed more than 30,000 administrative documents related to around 6,800 Israeli agricultural export operations between 2017 and February 2026.

According to the report, 17.2% of Israeli agricultural exports to Europe originated from settlements, with the figure rising to 19.2% for exports to European Union countries.

European positions and developments on the ground

The Dutch move comes amid ongoing debate within the European Union over a similar ban on settlement products, with member states yet to reach a consensus. Meanwhile, countries such as Ireland, Belgium, and Spain have taken steps or launched national initiatives to restrict trade with settlements, though these measures are less comprehensive than the Dutch decision.

The announcement also coincides with rising tensions in the occupied West Bank, where more than 500,000 Israeli settlers live alongside around three million Palestinians, amid UN and rights group reports of increasing violence since the outbreak of the war in Gaza.
