Hamas leaders hold talks with Kushner in Egypt on Gaza roadmap, disarmament

Several senior Hamas officials, including political bureau chief Khalil Al-Hayya, held direct talks with US envoy Jared Kushner in the Egyptian city of Alamein, attended by top mediators from Egypt, Qatar, and Turkey, according to two Hamas sources cited by Asharq.

One source said Hamas leaders presented Kushner with their positions on disarmament and governance in Gaza, and also participated in indirect communications.

The Hamas delegation sought to address US concerns, reaffirming the movement and allied factions’ commitment to the roadmap agreement proposed by the Peace Council, and their seriousness in fulfilling obligations—whether by restricting and storing weapons or relinquishing governance. The group also expressed readiness to participate in elections and transition into an active political party within the Palestinian system.

The second source said Kushner emphasized the need to remove weapons from Gaza to ensure the enclave poses no threat to Israel’s security, a point acknowledged by the Hamas delegation during the meeting.

Hamas also demanded guarantees for implementing the agreement, a full Israeli withdrawal from Gaza, an end to hostilities, and the swift entry of the national committee (technocratic government) to assume its duties in Gaza and begin recovery and reconstruction.

Earlier on Sunday, a Hamas official said mediators in the Gaza talks conveyed Kushner’s desire to meet the group’s leadership, with Egyptian and Qatari officials present, before his planned visit to Israel to meet Prime Minister Benjamin Netanyahu.

The official described the meeting as essential to overcoming obstacles and clarifying Hamas and other factions’ positions on the new Gaza roadmap.

The source confirmed that the US administration requested details on the mechanism for collecting and storing Palestinian factions’ weapons and Hamas’s actual withdrawal from Gaza’s administration. The source added that Kushner now has a clearer understanding, which he will relay to the Israeli side.

The source also stressed Hamas’s demand for US guarantees to participate in legislative and Palestinian National Council elections, aiming to become an active political party and secure international acceptance.

Egyptian, US, and Palestinian meetings

Separately, Egyptian President Abdel Fattah El-Sisi discussed the latest regional developments with Kushner, emphasizing the importance of continued joint efforts to address challenges and support regional and international security and stability, with Egyptian General Intelligence chief Hassan Rashad in attendance.

Both sides stressed the need for all parties to fulfill their commitments under the Gaza ceasefire agreement reached at last year’s Sharm El-Sheikh Peace Summit.

The Egyptian presidency praised Cairo and Washington’s coordination and Egypt’s efforts to promote peace and stability in the region.

Also on Sunday, the Hamas delegation led by Al-Hayya met Egyptian intelligence chief General Hassan Rashad, reviewing political and field developments in the West Bank and Gaza. The delegation highlighted daily occupation violations and Israel’s rejection of the roadmap and Trump plan, describing Israeli policies in the West Bank, Jerusalem, and Israeli prisons as “destructive” and calling for a regional and international response.
