Juan Carlos, Secretary General of the International Civil Aviation Organization (ICAO), announced on Monday, October 26, during the opening of the eighth meeting of Middle East civil aviation directors in Doha, that the organization has officially lifted precautionary restrictions and warnings on the use of Libyan airspace, effective from October 23. These measures had been in place since 2015.

Carlos explained that this decision was made in recognition of significant progress and growing confidence in the capabilities of Libya’s civil aviation sector in recent times, while emphasizing the importance of continued development and reform efforts in the industry.

The meeting was attended by representatives from member states, as well as international organizations and agencies concerned with civil aviation, including delegates from the United States, the United Kingdom, and France.

Several heads of participating delegations praised the lifting of security risk warnings on Libyan airspace, describing it as a major turning point that is expected to bring about a qualitative shift in air traffic and airport operations in Libya.

The ICAO’s announcement will be circulated to all 193 member states for implementation.

Today’s meeting also reviewed a working paper submitted by the Libyan Civil Aviation Authority, outlining key changes since 2023 that have directly enhanced civil aviation safety and security, improved navigation services, and supported growth in international air traffic.
