UN chief urges US-China dialogue on AI, calls for multipolar system

UN Secretary-General Antonio Guterres has called on the United States and China to begin a dialogue on artificial intelligence, warning that technological advances are progressing faster than the world can comprehend their consequences. He stressed that addressing global challenges requires a multilateral system with the United Nations at its core.

Speaking at the general debate of the 81st session of the UN General Assembly, Guterres said technological power, including artificial intelligence, is advancing rapidly, emphasizing that the real danger lies not in the technology itself, but in the lack of oversight.

He added: "We must ensure that artificial intelligence is developed with responsible safeguards and that no country is left behind," urging dialogue between China and the United States on this technology.

The Secretary-General then addressed the shape of the international system, stressing that effectively tackling global challenges requires a multilateral order characterized by balance and inclusive representation, with the United Nations at its center.

He said: "A multipolar world, united by a web of mutual ties, can create the conditions for a more balanced and inclusive approach to global challenges. But this requires a multilateral system centered on the United Nations—a system marked by balance and fair representation."

He explained that this system should be based on strong and effective institutions that reflect contemporary realities and the gradual shift in the relative weight of countries and economies, rather than the power dynamics of eight decades ago.

Guterres also stressed that even the capabilities of major powers have their limits, noting that military, economic, or technological strength alone is not enough to guarantee peace, stability, and security.

On the environment and climate, Guterres said the dangers of climate change are becoming increasingly evident, stressing that those responsible for polluting the environment and atmosphere must bear the costs.

He affirmed that the world needs to achieve climate justice in the face of the growing impacts of climate change.

Issues of artificial intelligence and international cooperation are at the forefront of discussions at the 81st session of the General Assembly, whose general debate began on September 22 and will continue until September 28.
