Manchester City found guilty of all Premier League financial rule breaches

An independent panel has found Manchester City guilty of all charges related to serious breaches of Premier League financial regulations over nine seasons, as well as the majority of charges concerning failure to cooperate with the league's investigations.

In a statement on Monday, the Premier League said the panel concluded that Manchester City submitted inaccurate financial statements and concealed the true state of its finances from auditors and football authorities. The club also breached spending limits set by the Premier League and UEFA between the 2009-2010 and 2017-2018 seasons.

The league explained that the panel determined the club's commercial and sponsorship arrangements inflated revenues and reduced costs by more than £900 million during the period under investigation. The panel also upheld three out of four charges related to non-cooperation with the league's inquiries.

The Premier League confirmed that penalties for these violations will be considered separately by the independent panel. Sanctions under league rules may include fines, points deductions, and other sporting penalties. Manchester City has the right to appeal the panel's decision until October 2.

In response, Manchester City expressed "disappointment and surprise" at what it described as the panel's "opinion," affirming that it will continue to defend its position by all means to prove its innocence.
