King Salman chairs Cabinet session in Jeddah, approves six new decisions

King Salman bin Abdulaziz chaired the Cabinet session held today in Jeddah.
At the start of the meeting, King Salman expressed gratitude to God for the many blessings bestowed upon Saudi Arabia and the honor of serving the Two Holy Mosques and their visitors, including pilgrims, Umrah performers, and guests. He said that as the Kingdom marks its National Day tomorrow, Wednesday, he looks forward to further achievements and progress for the nation and its people across all fields.
The King praised the role of the military and security sectors and their personnel in defending the nation and firmly countering any attacks on the holy sites, pilgrims, citizens, and residents. He also condemned the recent attempt by the Houthi militia to target Makkah, which drew widespread international condemnation for violating the sanctity of the holy sites and provoking Muslims worldwide.
The Cabinet discussed the outcomes of Crown Prince and Prime Minister Mohammed bin Salman’s visit to Egypt, highlighting his talks with President Abdel Fattah El-Sisi, which reaffirmed the strong ties between the two countries and their shared commitment to enhancing bilateral cooperation and ongoing consultation on issues of mutual interest.
The Cabinet reviewed the message received by the Crown Prince from King Abdullah II of Jordan, as well as the phone call from French President Emmanuel Macron, during which they discussed regional developments and efforts to promote regional stability and ensure maritime security and freedom of navigation.
Minister of Media Salman bin Yousef Al-Dosari stated after the session that the Cabinet, following regional developments, emphasized the importance of upholding international law, respecting sovereignty, resolving disputes peacefully, and ensuring the safety of international waterways to protect countries’ security, fulfill the aspirations of their peoples, and safeguard global trade and supply chains.
The Cabinet reviewed the outcomes of several international conferences hosted by the Kingdom, noting in particular the recommendations from the ministerial meeting of the UNESCO Global Forum on the Ethics of Artificial Intelligence 2026, which support international cooperation to ensure the safe and inclusive development and governance of AI technologies to achieve sustainable development goals.
The Cabinet praised the success of the fourth Riyadh Global Medical Biotechnology Summit, which saw the launch of over 40 agreements and initiatives to localize knowledge and innovation, develop the sector, achieve its national strategy goals, and enhance the role of research and global initiatives in pharmaceutical discoveries and future technologies, reinforcing the Kingdom’s leadership in health priorities.
The Cabinet described the launch of the first vehicles by Saudi National Automotive Manufacturing Company (Ceer) as a strategic step in building an advanced and sustainable industrial ecosystem, attracting investment, supporting national talent, and strengthening the private sector’s role in development, in line with Vision 2030 and the Kingdom’s ambition to become a leading regional and global hub in this field.
The Cabinet reviewed the items on its agenda, including those studied jointly with the Shoura Council, as well as reports from the Political and Security Affairs Council, the Economic and Development Affairs Council, the General Committee of the Cabinet, and the Bureau of Experts. The Cabinet reached the following decisions:
First:
Approval of a memorandum of understanding to establish a Strategic Partnership Council between the governments of Saudi Arabia and Spain.
Second:
Approval of the amended protocol for the establishment of the Saudi-Jordanian Supreme Coordination Council, and authorizing the Minister of Foreign Affairs to sign it.
Third:
Authorizing the Minister of Foreign Affairs, or his delegate, to negotiate and sign draft general cooperation agreements with Suriname and Panama on behalf of the Saudi government.
Fourth:
Approval of a model memorandum of understanding for cooperation in areas related to small and medium enterprises, entrepreneurship, and franchising between the General Authority for Small and Medium Enterprises in Saudi Arabia and its counterparts in other countries, and authorizing the Minister of Commerce, as Chairman of the Board of the Authority, or his delegate, to negotiate and sign such memoranda based on the approved model.
Fifth:
Approval of the final account of the Saudi Industrial Development Fund for a previous fiscal year.
Sixth:
Issuing directives on several items on the Cabinet agenda, including annual reports from the Ministries of Commerce and Transport and Logistics Services, the King Salman Global Academy for Arabic Language, and the National Program for the Development of the Information Technology Sector.
