Saudi Transport General Authority issues regulations for commercial motorcycle cargo delivery

The Transport General Authority has issued executive regulations governing the commercial transport of goods by motorcycle, moving the activity from a pilot regulatory environment to a comprehensive official framework. This step reflects the sector’s maturity and establishes solid foundations for its practice, in line with the rapid growth of delivery services and enhancing market clarity and stability.

According to a statement from the authority on its X platform account, the new regulations create a more attractive environment for investment and competition in the commercial motorcycle cargo sector. This will offer the private sector broader opportunities to develop innovative business models and services, and increase readiness for expansion, all based on clear standards that keep pace with rapid changes in the transport and logistics sector.

The authority added that the regulations will also enhance safety, service reliability, and consumer protection, while improving operational efficiency and encouraging more sustainable practices. This aims to balance growth requirements with service quality and social and environmental responsibility.

The issuance of the regulations is part of the authority’s efforts to develop a legislative framework capable of keeping pace with modern transport models, stimulating investment and innovation, and boosting the sector’s competitiveness. It also supports the goals of the National Transport and Logistics Strategy and Saudi Vision 2030.
