Absher tops Saudi digital maturity index as score rises to 87.06%

The Digital Government Authority has announced the results of the 2026 Digital Experience Maturity Index, which reached 87.06% at an "advanced" level. The comprehensive assessment covered 59 digital platforms across four main perspectives and 20 criteria, including user satisfaction, user experience, complaint handling, and technology and tools, supporting the improvement of digital services and enhancing the beneficiary experience.

According to a statement on the authority's X account, Digital Government Authority Governor Ahmed bin Mohammed Al-Suwaiyan said the results reflect the ongoing development of digital services in the Kingdom and the commitment of government entities to improving their services and incorporating user feedback. This, he said, contributes to providing digital services that are easier, more efficient, and reliable, while enhancing quality of life and government performance.

Al-Suwaiyan emphasized that this progress is a result of the support and empowerment provided to the digital government ecosystem by King Salman bin Abdulaziz Al Saud and Crown Prince and Prime Minister Mohammed bin Salman, in line with the goals of Saudi Vision 2030 and to strengthen the Kingdom's global standing in digital government.

The index showed growth in 2026 compared to the previous year, with the number of evaluated platforms rising to 59 from 50 in 2025. More than 805,500 people participated in the "Rate Your Digital Experience" survey, up from 374,000 the previous year, highlighting the index's expanding impact and its role in supporting ongoing improvements to government digital services.

The sub-index for digital inclusivity also grew, reaching 76.98% at an "empowered" level, underscoring government entities' focus on designing inclusive digital services that enable all segments of society—including people with disabilities and the elderly—to access and benefit from digital services independently.

The results highlighted the top 10 digital platforms: Absher led with 94.38%, followed by Etimad (94.36%), Sinaaee (92.83%), Balady (92.56%), Tawakkalna (92.50%), Musaned (92.20%), Qiwa portal (92.14%), Logistics portal (91.72%), Nama platform (91.53%), and the Ministry of Tourism portal (91.16%).

The Digital Government Authority launched the Digital Experience Maturity Index in 2022 to measure the maturity of digital platforms and services, enabling government entities to develop their offerings based on user feedback and global best practices. The index's methodology is updated annually to keep pace with the latest trends in digital experience design and measurement.

This progress has also boosted Saudi Arabia's international rankings. The Kingdom ranked second globally in the 2025 Government Technology Maturity Index (GTMI) by the World Bank, and first regionally for the fourth consecutive year in the 2025 Government Electronic and Mobile Services (GEMS) Maturity Index issued by the UN Economic and Social Commission for Western Asia (ESCWA).
