Saudi Arabia raises Saudization rate for project management roles to 70%

The Ministry of Human Resources and Social Development, in partnership with the Ministry of Municipal and Rural Affairs and Housing, announced today a decision to raise the Saudization rate for project management professions in the private sector to 70 percent, effective from February 14, 2027. The move is part of ongoing efforts to localize specialized professions and empower national talent.

In a statement posted on its official X account, the ministry said the decision mandates a 70 percent Saudization rate for project management roles. It applies to all private sector establishments employing three or more workers in the targeted professions, at the entity level.

The targeted professions include project management director, project management engineer, and project management specialist, as classified by the Saudi Standard Classification of Occupations. The decision applies to all relevant establishments as detailed in the procedural guide.

The ministry has published the procedural guide for the decision on its website, outlining the included professions, implementation mechanisms, Saudization calculation methods, and compliance requirements, to help employers and businesses understand and adhere to the new rules.

This decision is part of the Ministry of Human Resources and Social Development's ongoing collaboration with supervisory bodies to localize specialized professions, increase the participation of Saudi men and women in the labor market, strengthen national competencies, enhance labor market efficiency, and achieve the goals of Saudi Vision 2030.
