Saudi Cabinet approves national intellectual property policy, 12 new decisions

King Salman bin Abdulaziz chaired the Cabinet session held today in Jeddah.
At the start of the meeting, the Cabinet praised Crown Prince and Prime Minister Mohammed bin Salman's state visit to France, highlighting his official talks with President Emmanuel Macron, which reaffirmed the strength of historic ties between the two countries and their shared desire to deepen strategic cooperation across various fields. The discussions also emphasized continued coordination and consultation to promote regional and global stability, based on respect for state sovereignty, adherence to international law, and prioritizing political and diplomatic solutions to conflicts while addressing security threats.
The Cabinet welcomed the outcomes of the inaugural Saudi-French Strategic Partnership Council meeting, co-chaired by the Crown Prince and the French President, which included the launch of new initiatives, agreements, and memoranda of understanding in defense, health, artificial intelligence and emerging technologies, and entertainment. The investment roundtable announced 21 agreements and MoUs, expected to boost economic partnership and open new avenues for joint cooperation and investment, in line with the growing bilateral relations and the opportunities provided by Saudi Vision 2030.
The Cabinet reviewed recent discussions between Saudi Arabia and several friendly and allied nations, including messages received by King Salman and the Crown Prince from UAE President Sheikh Mohammed bin Zayed Al Nahyan and UK Prime Minister Andy Burnham.
Acting Minister of Media Dr. Essam bin Saad bin Saeed stated to the Saudi Press Agency after the session that the Cabinet commended the outcomes of the third strategic dialogue between the foreign ministers of Saudi Arabia and Japan, which reaffirmed the commitment to further strengthen bilateral relations and capitalize on economic opportunities, particularly in investment, energy, resources, supply chains, technology, and knowledge exchange, in support of shared priorities and objectives.
The Cabinet followed developments on the regional and international stage and Saudi Arabia's ongoing efforts to de-escalate tensions, prevent renewed conflicts, support comprehensive diplomatic solutions, and safeguard maritime navigation. The Cabinet stressed the importance of keeping the Strait of Hormuz, Bab al-Mandab, and all vital waterways open, safe, and free from threats.
The Cabinet reviewed reports on events and activities hosted by the Kingdom, commending the success of the 46th King Abdulaziz International Qur’an Recitation, Memorization, and Interpretation Competition, which saw broad participation from contestants representing 133 countries. The event was praised for its organization and for reflecting Saudi Arabia's leadership in serving Islam and Muslims.
The Cabinet also highlighted the achievements of the Esports World Cup, with its first two editions held in Riyadh and the third in Paris, as a testament to Saudi Arabia's ongoing support for this growing sector and its role in fostering sports, creativity, and international engagement through excellence, competition, and innovation.
The Cabinet discussed items on its agenda, including those reviewed by the Shoura Council, and considered the recommendations of the Political and Security Affairs Council, the Economic and Development Affairs Council, the General Committee of the Cabinet, and the Bureau of Experts regarding these matters. The Cabinet issued the following decisions:
First:
Authorizing the Minister of Transport and Logistics Services, or a delegate, to sign the United Nations Convention on Negotiable Multimodal Transport Documents, as adopted by the UN General Assembly.
Second:
Authorizing the Minister of Health, or a delegate, to discuss and sign a draft memorandum of understanding with Portugal's Ministry of Health for cooperation in health fields.
Third:
Authorizing the Minister of Education, Chairman of the National Center for E-Learning, or a delegate, to discuss a draft memorandum of understanding with the Regional Center for Quality and Excellence in Education for cooperation in e-learning.
Fourth:
Authorizing the Minister of Human Resources and Social Development, Chairman of the Social Development Bank, or a delegate, to discuss and sign a draft agreement with the United Nations Conference on Trade and Development (UNCTAD) for technical assistance to build the capacity of small and medium enterprises and startups within the Empretec program.
Fifth:
Approving two memoranda of understanding between the General Auditing Bureau of Saudi Arabia and the audit offices of Cyprus and Gambia for cooperation in accounting, oversight, and professional work.
Sixth:
Approving the unified law for volunteer work in Gulf Cooperation Council countries, as attached to the Supreme Council's decision at its 44th session.
Seventh:
Approving the national intellectual property policy.
Eighth:
Approving the national policy to enhance emergency medical safety in public places and workplaces.
Ninth:
No property transaction transferring ownership of land subject to the White Land and Vacant Properties Fees Law may be documented until outstanding fees are paid.
Tenth:
Approving the final accounts of Umm Al-Qura, Qassim, and Al-Jouf universities for previous fiscal years.
Eleventh:
Issuing directives as necessary regarding several items on the Cabinet's agenda, including annual reports from the Madinah Region Development Authority, the General Authority for Small and Medium Enterprises, and the National Center for Water Efficiency and Rationalization.
Twelfth:
Approving promotions to the 15th and 14th grades as follows:
- Abdullah bin Dhaifallah Al-Otaibi promoted to Senior Business Advisor (Grade 15) at Imam Muhammad bin Saud Islamic University.
- Naif bin Waseel Al-Roqi promoted to Office Director (Grade 14) at the Ministry of Municipal and Rural Affairs and Housing.
- Abdullah bin Suleiman Al-Asim promoted to Office Director (Grade 14) at the Ministry of Education.
- Ibrahim bin Abdulaziz Al-Dukhail promoted to Office Director (Grade 14) at the Board of Grievances.
