The agreement, signed by Saudi Minister of State for African Affairs Ahmed Bin Abdulaziz Kattan and Rwandan Foreign Minister Vincent Perrotta in Rwanda's capital, reflects the keenness of King Salman to expand the Kingdom's foreign relations, SPA reported.
