The second pathway involves renting licensed residential units. This requires contracting with residential units that already hold approved licenses and submitting proof of ownership for the rented accommodation through the Balady platform, ensuring compliance and avoiding regulatory issues.

Rectifying worker housing conditions

The National Program for the Development of Group Housing for Individuals previously stressed the need for establishments with 20 or more workers to rectify worker housing conditions through one of the two approved regulatory pathways. This is part of efforts to organize worker accommodations and improve the quality of residential environments, contributing to enhanced quality of life and urban development in Saudi cities.

The program clarified that the first pathway is to obtain a group housing license for the establishment’s building via the Balady platform, after fulfilling all approved health, technical, and municipal requirements. The second pathway allows establishments to contract with pre-licensed group housing units, ensuring compliant accommodation for workers in approved buildings without the need for the establishment to manage its own housing facilities.

The program noted that following either pathway helps organize the distribution of worker housing within urban areas, limits unauthorized use of residential properties, and raises compliance with municipal and health standards, positively impacting residential safety and quality of life in cities.

The program urged establishments to promptly rectify worker housing conditions through the available regulatory pathways, warning that failure to comply with approved options may result in the application of regulatory measures outlined in the guidance manual, including the recording of violations and suspension of certain government services linked to the establishment.
