Citizen’s Account program clarifies difference between eligibility and entitlement

Saudi Arabia’s Citizen’s Account program has clarified the difference between eligibility and entitlement for receiving support, noting that an 'eligible' status does not always mean a beneficiary is entitled to payments.

Eligibility criteria for Citizen’s Account

The program outlined four eligibility conditions:

Data accuracy: The information provided must match official records.

Financial capability: The applicant’s and dependents’ owned assets and funds are assessed.

Nationality: The main beneficiary must be a Saudi national, except for holders of mobility cards, a Saudi woman’s husband and children, or a Saudi man’s wife.

Residency: Applicants must reside within Saudi Arabia and not be imprisoned or living in a government shelter.

The program explained that actual entitlement for the applicant and their dependents is determined based on household income. Entitlement thresholds vary depending on family size and composition, and can be checked using the program’s online calculator.

Eligibility does not guarantee support in Citizen’s Account

The program stressed that an 'eligible' status does not guarantee support, as entitlement is assessed in a subsequent stage after eligibility is confirmed.

The program also clarified that if the payment status shows 'none,' it means the total income of the beneficiary and any dependents exceeds the support threshold. The amount of support varies for each family based on its composition and total income.

Reasons for reduced Citizen’s Account payments

Regarding reduced payments, the program stated that beneficiaries can review the reason for any reduction through their account under 'financial payments.'

It added that the support threshold varies between families based on their composition and total income, not exceeding 20,000 riyals. The threshold also differs for individuals and families depending on the number of members, their ages, and total income, up to a maximum of 20,000 riyals.
