A beneficiary asked the Citizen’s Account program if support would be suspended due to receiving a university stipend. The program responded that beneficiaries do not need to withdraw from the program, but emphasized that student stipends are considered part of total income and must be disclosed.

To declare a student stipend, beneficiaries should follow these steps:

• Log in to the Citizen’s Account portal

• Select the beneficiary’s profile

• Choose income sources

• Add a new income source, select the type as "Government programs, support, and stipends," and specify the source as "Government support program."

Difference between eligibility and entitlement in Citizen’s Account

The Citizen’s Account program explained the distinction between eligibility and entitlement, noting that being marked as "eligible" does not automatically mean a beneficiary will receive support. Actual entitlement is determined in a subsequent stage after verifying eligibility criteria.

Eligibility requirements include matching the information provided by the beneficiary with official records and verifying financial capability, which covers the applicant’s and dependents’ assets and assessable property.

Eligibility also requires the main beneficiary to be a Saudi national, with exceptions for holders of mobility cards, the Saudi woman’s husband and children, and the Saudi man’s wife.

Other conditions include residing within Saudi Arabia and not being imprisoned or living in a government shelter.

The Citizen’s Account program stressed that actual entitlement for applicants and their dependents is based on total household income. Entitlement thresholds vary depending on family size and composition. Beneficiaries can estimate their entitlement using the program’s online calculator.

The program reiterated that eligibility does not guarantee support, as entitlement is assessed in the next stage once eligibility is confirmed and the beneficiary’s status changes to "eligible."
