GCC countries to activate a unified Gulf system for homeowners’ association

Providing a database that can be referenced in several housingsituations, GCC countries are working on a project to activate a unified Gulfsystem for homeowners' association.

The Saudi Minister of Housing Majid bin Abdullah Al-Hoqailparticipated in the 17th meeting of the GCC Committee of Ministersfor Housing Affairs in Muscat yesterday.

The meeting comes to confirm concerted and complementary regionalefforts among the GCC countries — the ministers discussed plans and strategiesto promote housing work and push it towards broader horizons for the benefit ofthe Gulf citizens; where joint housing action strategy, an important fruit ofthese achievements, which will unify efforts and organize legislation and lawsin the member states to create for greater integration among the GCC States.

The Omani Minister of Housing, Chairman of the current session,Sheikh Saif bin Mohammed Al-Shabibi, confirmed that the GCC countries arecurrently working on issuing a project to activate a unified Gulf system for homeowners'association, which will provide an important database that can be referenced inseveral housing cases within the framework of legislation and laws guaranteeingthe rights and duties of owners in the GCC in addition to the digitalstatistical information exchange, which will be periodically provided throughthe provision of housing databases by the member states to the GCC StatisticalCenter, enhancing joint cooperation and facilitating access to and circulationof information between the housing institutions concerned with the member states.

The meeting dealt with the GCC Award in the field of housing,adopted by the Council to draw a general framework for academic research in thefield of housing, enrich the urban visions and provide them with new ideas andstudies; making it one of the most important means that the Gulf countries seekto encourage and support to reach the overall strategic objective of the Gulfgovernments in the housing field.

The ministers also reviewed the developments of the housingdatabases site, in addition to the minutes of the technical team for housingdatabases, the Arab Strategy for Housing and Sustainable Development, workshopsand specialized seminars in the field of housing.

The date of the 18th meeting to be hosted by the UAE wasalso announced.

The meeting reviewed the most important topics adopted by themeetings of the technical committee on housing affairs in the GCC States andthe follow-up decisions of the ministers concerned with housing affairs and thecoordination meetings of the concerned authorities in the GCC States, toprepare for the meetings of Arab housing and reconstruction and to review theprograms of field visits to housing projects in the GCC States.

With regard to housing finance, it was decided that Member Stateswould provide the Secretariat with the distinctive experiences of the processof involving the private sector in housing finance provided that theSecretariat prepares a booklet that would combine the experiences of the GCCStates in involving the private sector in housing finance.

The meeting stressed the importance of participating in regionaland international activities and meetings, especially the meetings of theScientific and Technical Advisory Committee of the Council of Arab Ministers ofHousing and Reconstruction, the meetings of the Executive Office of the Councilof Arab Ministers of Housing and Reconstruction, the meetings of the Council ofArab Ministers of Housing and Reconstruction, and meetings and forums of UnitedNations organizations and programs.
