Saudi-Kuwaiti rail and customs integration boosts trade, logistics

Economic relations between Saudi Arabia and Kuwait have seen significant progress with the implementation of land customs digital integration and the exchange of expertise in railway projects, as part of initiatives aimed at facilitating the movement of goods and improving logistical efficiency between the two countries.

The electronic linkage project for exchanging customs data is a key pathway to streamlining trade, enabling secure and instant sharing of shipment and customs information. This enhances the efficiency of customs procedures and improves the quality and accuracy of exchanged data.

The project relies on the electronic transfer of customs declaration data from the exporting country through integrated technical systems, allowing the creation of a corresponding customs declaration in the importing country. This enables customs and regulatory procedures to begin before the shipment arrives, reduces redundant data entry, and speeds up customs clearance processes.

Implementation included aligning operational procedures, standardizing data models and technical criteria, developing system integrations, conducting data quality tests, and launching services in phases with ongoing performance monitoring and continuous improvement.

Boosting goods movement and economic integration

The digital customs integration between Saudi Arabia and Kuwait has facilitated truck movement through the Al-Khafji and Al-Raqa'i border crossings, improved user experience by increasing data reliability, and harmonized export and import data. This strengthens risk management and customs operations, supporting higher levels of trade exchange between the two nations.

Progress in railway projects and knowledge exchange

In the rail sector, the "Exchange of Expertise in the GCC Railway Project" initiative is part of the Saudi-Kuwaiti Coordination Council's work, focusing on knowledge transfer, technical and regulatory capacity building, and harmonization of systems and regulations in the railway sector.

Three out of five key milestones in the initiative have been completed, most notably the sharing of railway regulatory systems and guidelines issued by the Saudi Transport General Authority with the Kuwaiti side, with work proceeding according to the approved timeline.

These efforts complement another initiative exploring cooperation in railways and light rail (metro) systems, where three out of four main milestones have been achieved, with the remaining milestone targeted for completion before the end of 2026.
