UN proposes mechanism to ease passage of key goods through Strait of Hormuz

UN Secretary-General Antonio Guterres has called for the full restoration of navigation rights and freedoms in the Strait of Hormuz, and an end to attacks on vessels in the Red Sea, Bab al-Mandab, and the Black Sea, warning that disruptions to shipping could impact global prices for energy, food, and fertilizers.

Speaking to reporters in New York, Guterres said that transit through the Strait of Hormuz has nearly come to a halt, with oil prices remaining about 33% higher since the conflict began, and global container shipping rates up 84% compared to last year.

The Secretary-General explained that the United Nations has developed a practical, time-bound mechanism to build trust, initially focusing on fertilizers and related raw materials. The aim is to reduce risks and support more regular and predictable transit through the Strait of Hormuz. He clarified that the mechanism will not issue permits for passage nor alter the rights or obligations of states under international law. The UN will act as a neutral facilitator, with sovereign decisions remaining with the participating countries.

Guterres stressed that protecting navigation rights and freedoms is both a legal obligation and a humanitarian necessity, urging all stakeholders to cooperate and engage seriously and constructively in efforts to de-escalate tensions and safeguard the flow of essential goods.
