Riyadh Royal Commission to open applications for second year of real estate balance program on August 16, 2026

The Royal Commission for Riyadh City has announced that applications for the second year of the Real Estate Balance Program will be accepted from 3 p.m. on Sunday, August 16, 2026, until the end of Tuesday, September 15, 2026, via the program's online platform (https://tawazoun.rcrc.gov.sa/).

The launch of the program's second year follows the directives of Crown Prince and Prime Minister Mohammed bin Salman, who also chairs the board of the Royal Commission for Riyadh City, with the aim of achieving balance in Riyadh's real estate sector.

The program aims to increase the supply of planned residential land, with the commission providing between 10,000 and 40,000 plots annually at prices not exceeding 1,500 riyals (SAR) per square meter. This initiative is intended to narrow the gap between supply and demand and support stability in the capital's real estate market.

Application requirements and criteria

Applications are open to married citizens or those over 25 years old, provided they do not own property and have resided in Riyadh for at least three years, in addition to meeting other approved eligibility criteria.

The commission clarified that eligibility is not determined by the order of application, and registration on the platform does not guarantee final acceptance. Citizens who were deemed eligible and applied in the first year will be automatically included in the approved track for the second year.

Program procedures and stages

The commission confirmed that all applications will be electronically verified according to the criteria. After the application period ends, the program stages will include eligibility verification, announcement of results, handling of objections, an electronic draw for eligible applicants, and completion of off-plan sales procedures.

The commission urged applicants to use only the official platform and channels, and to avoid unverified links or accounts. It also confirmed that the call center at 19998, customer service channels, and the beneficiary center are ready to answer inquiries about the application process and program stages.
